People use these terms interchangeably, and that’s fine, but here’s what actually happens:

Stump grinding uses a machine to shred the stump down several inches below the surface. The result is a pile of wood chips that can be used as mulch or hauled away. The roots remain underground but stop growing once the stump is gone.

Stump removal means pulling the stump and its root ball out of the ground entirely. It’s more labor-intensive and disrupts more of the surrounding soil, but it clears everything out completely.

Most homeowners choose grinding because it’s faster, less disruptive to the yard, and costs less. Full removal makes sense for new construction, foundations, additions, driveways, pools, patios or utilities where you need the root system gone entirely.
